Brewer: Budget surplus not just for education: "PHOENIX -- Gov. Jan Brewer won't vow to earmark what could be the state's first-ever surplus in years for public education.
Brewer acknowledged on Thursday that tax collections for the first month of the fiscal year that began July 1 are better than expected. The state ended up with net revenues of $765 million; the budget was built on the presumption that income would be nearly $35.4 million less.
And the governor even took credit for the excess, saying it is due to "the Brewer plan and persistence."
But she said no decision has been made about what to do with the windfall."
