Small-business leader: Arizona needs law giving state contract preference to local firms - East Valley Tribune: Arizona: " Dollars spent with local businesses have a far greater impact on Arizona’s economy, tax revenues and jobs, and that applies even when state government puts out contracts for bid, the head of a small-business group said Friday.
Kimber Lanning, director of Local First Arizona, said Arizona should establish a preference for local firms when the state government solicits bids such as those for goods, services or contracting work.
“We are on this never-ending quest to save money on the front end,” Lanning said during an address as part of the University of Arizona’s Start Smart lecture series. “We are hemorrhaging jobs, buying ourselves broke.”
Many other states offer such an edge to locally owned companies, she said."

A large white banner has been hung on the Scottsdale Six Drive-In's West Exit by the SRPMIC. The Sign simply says , "CLOSED" with an underlining . 'thank you for your patronage' at the bottom. It saddens me to see the sign hung when negotiations are supposed to be taking place. Things do look dim for our beloved piece of Americana.

The spotlights will be lit outside the State Capitol as part of a remembrance ceremony on the 10th anniversary of the attacks.
The remembrance event is called "9/11: Remembering Our American Heroes."
It will feature Arizona historian Marshall Trimble, Phoenix Bishop Thomas Olmsted, Phoenix Fire Department Chief Bob Khan, and Mark Spencer representing the Arizona Police Association and the Phoenix Law Enforcement Association.
As part of the remembrance, residents and businesses in downtown Phoenix are being asked to turn off their lights starting at 6:30 p.m. Sunday in honor of those who were lost on Sept. 11.

APS to launch investigation into massive outage | azfamily.com Phoenix: "PHOENIX (AP) -- Arizona Public Service Co. says it has launched an investigation to determine what triggered a massive power outage that hit Arizona, Southern California and parts of Mexico.
APS spokesman Damon Gross tells The Associated Press they will look for reasons why whatever work an employee was performing Thursday inside a substation near Yuma became an issue as widespread as it did.
Gross says the worker was doing some preventative maintenance work on a piece of equipment called a capacitor when it triggered the massive power outage.
Crews have now restored power to most areas of California, Arizona and Mexico,"

Lightning sparks fire at Chandler tree farm: "CHANDLER, AZ - Firefighters are on the scene of what they believe is a lightning-caused fire in Chandler.

Brad Miller of the Chandler Fire Department says the fire is burning at a tree farm near Brooks Farm and Cooper roads.

Miller said no structures are involved in the fire at this time.

There was no immediate estimate of how many trees were lost in the fire.

Crews from Phoenix, Sun Lakes, Tempe, and Mesa helped work to put out the blaze. "

Man dies after Arizona bee attack, 2 others injured: "WILHOIT, AZ - A 69-year-old man died following a bee attack in Arizona on Thursday.

The Yavapai County Sheriff's Office says Walter Coughran, a resident of Kirkland, collapsed on a neighbor's porch after running there for help.

YCSO deputies responded to the incident in the 8300 block of Carnaby Lane, where Southern Yavapai Fire District were in the process of treating three bee sting victims.

A second victim, 48 years old, was transported to the Yavapai Regional Medical Center while the third victim was treated on the scene and released.

Preliminary information released by YCSO indicates the attack happened while the victims, who don't live at the residence, were working on the house. The homeowner was not present.

The cause of Coughran's death is not known at this time, as a medical examiner has yet to determine if the bee stings were a factor or there was a pre-existing medical condition.

The bee hive had been located near a dog house at the residence, and was likely known to have been there by the victims and homeowner, according to YCSO."

Security tight in Valley as Sept. 11 approaches: "PHOENIX - With the 10 year anniversary of 9/11 approaching and with an ASU game Friday and a Cardinals game Sunday, Valley first responders are taking no chances.

"There are extra patrols out there," said Mike Reichling with the Tempe Fire Department. "We are ready 24/7 to respond to any incident."

Reichling said that many of the measures in place are not that different from what you would see on some level every day in the fight against terror.

"It is business as usual but with that added layer knowing  that the anniversary is a time where terrorists may plan to exploit, " he said.

Since 9/11, Reichling said Tempe and other agencies received specialized equipment that would help them respond in a terror event. The equipment includes tools that can cut through beams and that can help lift heavy debris.

"We are more prepared than we were 10 years ago," he said.

At Sky Harbor and airports across the country security is also high, though passengers we spoke with said they didn't see drastic changes or delays while traveling."

Officials trying to bring guns from U.S.S. Arizona, U.S.S. Missouri to Arizona: "PHOENIX - The football battle between ASU and Missouri might bring back memories of one that was fought off the field.

Arizona officials are trying to bring two guns, one from the U.S.S. Arizona and the other from the U.S.S. Missouri, to our state in time for the 70th anniversary of the bombing of Pearl Harbor.

"I had no idea what was going on," said Lambert Modder, who served in the Navy when the Japanese bombed Pearl Harbor on December 7th, 1941.

Modder is one of many who are thrilled Arizona is trying to bring the two guns to Wesley Bolin Memorial Plaza in Phoenix. The U.S.S. Arizona was bombed during Pearl Harbor, and the U.S.S. Missouri hosted the surrender of the Japanese troops.

"They really represent the bookends of World War II," said Secretary of State Ken Bennett, who is leading the effort to bring the guns to Arizona."

Arizona governor heads to China on trade mission: "PHOENIX - Gov. Jan Brewer will lead a delegation of more than two dozen government and private-sector business leaders on a trade mission to China next week.

The goal of the trip is to drum up new commerce and jobs in Arizona.

The Arizona Republic says the group leaves Wednesday and will visit with dignitaries, firms and government officials in Shanghai, Chengdu, Beijing and Hong Kong.

The delegation also will attend a series of "investment seminars" in which China-based companies will discuss potential expansion opportunities in Arizona."

Beginning September 12, Groupon's G-Team page will feature a campaign for RESCUE, which is a volunteer-driven organization that saves dogs and cats from kill lists.

Tempe police ID man held in luring incidents: "Tempe police on Saturday identified the man suspected of trying to lure two young girls into his car as 30-year-old Joseph Jamie Larosa.

Larosa, a Tempe resident, was arrested Friday night at his home in the 1300 block of East Todd Drive. He was booked on two counts of luring a minor and two counts of attempted public sexual indecency, police said.

"This investigation remains ongoing as Tempe Police detectives review open cases with similar circumstances for any connection to Larosa," said Sgt. Steve Carbajal, a spokesman for the Tempe Police Department."

Phoenix-area storm: Lots of thunder, little rain: "The storm that moved through the Valley Friday night brought plenty of thunder and spectacular lightening, but it didn't leave much in the way of rain.

The National Weather Service in Phoenix said just a trace of rain was reported at Phoenix Sky Harbor International Airport. Rainfall totals were higher in some areas including east Mesa, which recorded just over a half-inch and Chandler, which received a quarter inch. On average, the Valley received two-tenths of an inch of precipitation, said Mike McLane, National Weather Service meteorologist.

Larger amounts fell in Tucson, where stronger storm cells lead to three-quarters of an inch of rain."

Mudslide on 89A slows traffic: "A mudslide and fallen tree near the Dairy Queen restaurant in Oak Creek Canyon on Friday afternoon slowed traffic along Highway 89A between Sedona and Flagstaff after heavy rainfall fell in the area.
According to the Arizona Department of Public Safety, traffic was delayed in both directions and motorists were being escorted between mileposts 378 and 380 as crews removed debris.

It was during a visit to New York City in 2009 that life-long Flagstaff resident and self-taught artist Philip Haviland saw first-hand the devastation still visible from the terrorist attacks of Sept. 11, 2001. The experience inspired him to begin an art project that he continues today. Haviland, 24, who works at Flagstaff Medical Center and hopes to attend art school in Las Vegas, Nev., next year, started making stencils and sending them to fire stations in New York City. Now three years into the project, he has created and sent stencils to 60 New York fire stations. His goal is to send one to each of the more than 130 stations in the city. Each stencil comes with a letter to the firefighters from Haviland. In it he writes, �I decided to create a piece of art in recognition and honor of what you�ve seen, what you�ve lost, and what you will never forget. I wanted everyone to know that your courage and sacrifice will live on forever in the hearts of your fellow countrymen. I created the enclosed print for you, each and every one of you. It is a gift from me, my way of saying thanks by putting into my art what I can�t say in words.� His project is self-funded and to help raise money to continue the project he is selling additional prints for $30. The phrase is passive, he said. It evokes peace.

WASHINGTON – A House committee Thursday considered a streamlined guest-worker program that supporters say would ensure a sufficient supply of — documented — farmworkers in the U.S.
The American Specialty Agriculture Act would eliminate much of the current H-2A visa program for foreign agricultural workers and replace it with a streamlined program, H-2C, meant to make it easier for farmers to hire temporary workers.

“The bill (is about) immigration reform, but it’s really a jobs bill,” said Dan Fazio, director for the Washington Farm Labor Association, who testified in support of the bill at Thursday’s House Judiciary subcommittee hearing.
In Arizona — where as many as half of the 75,000 agriculture workers may be undocumented, by some estimates — farm officials said they like the idea behind the bill."

Magnitude 6.7 quake strikes off of Vancouver: "VANCOUVER, British Columbia - A magnitude-6.4 earthquake struck Friday off the coast of British Columbia, the U.S. Geological Survey said.

The quake struck 12:41 p.m. PDT (1941 GMT) at a depth of 14.3 miles (23 kilometers) about 173 miles (279 kilometers) west of Vancouver, the USGS said. The quake was initially reported to have a magnitude of 6.7 but was later downgraded by the USGS.

The quake's epicenter just off the west coast of Vancouver Island, south of Port Hardy."
