Peoria fire chief files $3.6 million notice of claim vs. city: "Peoria Fire Chief Thomas Solberg has filed a nearly $3.6 million claim notice against the city, a precursor to a lawsuit, despite recent legislation that Peoria officials say should alleviate his concerns about retirement benefits.

He says he would settle the claim for $1.5 million.

The problem began when Solberg left Missouri to become the city's fire chief two years ago. The 52-year-old says he was promised he would be eligible for the Arizona State Retirement System. He was enrolled in the pension system but eventually got booted. The state retirement agency said he was ineligible for its system and instead that he belonged in a separate state retirement system for public-safety employees.


But the Public Safety Personnel Retirement System would not take him either."
