Power outage snarls traffic

Power outage snarls traffic: "Traffic came to a standstill when stoplights died and about 3,100 homes and businesses in west Flagstaff lost power Wednesday afternoon for about 30 minutes.
There was a power outage in a major utility line running between Flagstaff and Williams.
The loss of power was at a substation in the Woody Mountain area, an Arizona Public Service spokeswoman said.
APS rerouted power supplies to restore power and had crews out Wednesday afternoon attempting to determine what caused the problem.
Most of those affected were on the west side of Flagstaff and areas along the line's route to Williams."
